Dr. Long Ba Nguyen’s Opening Speech at the Ceremony to Announce the Results of the Charter 2000 Movement’s 2019 Contest & Celebrate the 19th Anniversary of Charter 2000 (November 16, 2019, Dim Sum King Seafood Restaurant - Toronto)

Ladies and Gentlemen,

It is an honour for me today to represent the Charter 2000 Movement to announce the results of the 2019 Contest & celebrate the 19th Anniversary of Charter 2000. The matter of Vietnam is always hard to resolve because the Communist Party of VN (CPV) was formed by the Communist Party of China (CPC) in 1930, and as a result, the leaders of the CPV have always been influenced by the CPC.

The Chengdu Agreement, signed on September 3-4, 1990 and which was leaked by WikiLeaks, revealed several steps of moving VN into a part of China, with the first step being implemented in 2020. We know Beijing’s intention and plan is to turn VN into a part of China, not only today, but since thousands of years ago. Vietnam had been under China’s domination for more than a thousand of years, until 939 AD, when Ngo Quyen defeated the Southern Han expeditionary army at the battle of Bach Dang River (938) and formed the Ngo Dynasty. After Ngo Quyen’s years, the Early Le Dynasty was formed; then the Ly Dynasty, the Tran, the Later Le, the Nguyen; the French domination; and now communism under the CPV.

To defend VN against the implementation of the Chengdu Agreement; we need to prove that this secret agreement is absolutely null. If we open a battle in international law to prove that the Chengdu Agreement is null, it may prevent China’s claim that VN is going to be a part of it due to the implementation of the Agreement. The experts in international law may easily reject China’s claim as the Agreement was entirely in violation of not only one but four vices, as proven by Prof. Dr. LE DINH THONG - an expert on international relations (he is a Professor of International Relations from University of Paris X - Nanterre, Doctor of Law). Tonight, there will be two battles against the Vietnamese communists and Chinese communists:
- A battle to prove the Chengdu Agreement is null (absolutely), by Guest Speaker Prof. Dr. LE DINH THONG
- A battle to push for the patriots and struggle forces in the homeland to work together; and the connection and association of the patriots and struggle forces in the homeland with those overseas. There is a need to move to form a solid struggle organization which includes the patriots in the homeland and those overseas to lead the VN Revolution to eliminate the servants for Beijing and terminate the communist regime.

The first battle (to prove the Chengdu Agreement is null) is not enough to protect VN from China’s domination, because the CPV is still willing to implement the Chengdu Agreement, even if it is null (the CPV was formed by the CPC in 1930 and has become a kind of servant for Beijing). The Chengdu Agreement is null to the world community, but the Vietnamese communists are willing to be servants for Beijing, voluntarily to sell the country of VN to China. In that case, the Vietnamese people can do nothing other than rise up to eliminate the servants for Beijing and terminate the communist regime. A change of the regime will nullify the Chengdu Agreement and the new regime has no responsibility to that secret Agreement that only the two parties (CPC & CPV) signed and knew what they negotiated with each other. The people of VN knew nothing about the Agreement and even the National Assembly was not informed or did endorse the Agreement. The CPV did something that was illegal from both national and international law perspectives.

Tonight, Dr. Nguyen Ba Long - the Host -, has opened a battle to appeal to the patriots in the homeland (such as General Le Ma Luong) to stand up to create a new atmosphere for the people’s awakening, to do such actions against the Vietnamese communist regime, similar to the battle for freedom taking place in Hong Kong today, against the administration led by Carrie Lam on behalf of China.

The major issue of the struggle in VN is the threat and repression of the Vietnamese communist regime toward the activists: numerous activists have been arrested or imprisoned under such articles as Article 88 of the Penal Code (“conducting propaganda against the Socialist Republic of Vietnam”, as the case of Tran Thi Nga who was accused of posting anti-state material on the internet).

How can we create a leader for the VN Revolution while the activists are so easily to be arrested or imprisoned?
The solution has come when we initiate the two battles at the same time:
- The battle to prove the Chengdu Agreement is null on the international front
- The battle to raise support for such courageous men like Gen. Le Ma Luong to stand up to attract the people’s participation and reaction against a corrupt government (i.e. the government of VN).

The first battle will make the international community pay attention to the leader(s) who stand up in the homeland, once those who work and lead the first battle connect and work together with the leader(s) in the second battle. In other words, the leader(s) in the homeland who stand up for attracting the people into a campaign could benefit from the first battle, should the two battles work together (for example, Gen. Le Ma Luong’s Movement in the homeland could benefit — and become a renowned name in the world — should his Movement connect and work together with those who conduct the first battle which makes the Chengdu Agreement absolutely null on the international front).

By this approach, Gen. Le Ma Luong’s Movement can connect and work together with the Charter 2000 Movement which is launching the battle to prove the Chengdu Agreement null internationally. Gen. Le Ma Luong, by this action plan, will become an international figure; and the Vietnamese communist regime will find it hard to repress him or decline him permission to go abroad for addressing the Congresses/Parliaments, Governments etc, like Joshua Wong has done in the past few months: He visited and talked in Taiwan, then returned to Hong Kong, before taking flights to Germany and the U.S. He addressed the German Parliament and U.S. Congress and received full admiration in both places. The government of Hong Kong - day after day – finds it harder to repress him, as he has become an international figure.

Only by connecting a movement in the homeland with other movements overseas, and opening the battles internationally, and gaining international publicity and support, can we establish a leader in VN with local familiarity into an international figure. From that base, the leader can be more effective to implement his plan of action in the homeland to attract the people for other important objectives, such as protests, political seminars and public demonstrations.
